One reason US Hospital bills are so high is that many of the larger Hospitals Systems set their pricing for hospital procedures so that they make a lot of money.
Thus, US Hospitals are playing a key role in ultimately determining whether health insurance premiums are fairly priced on the health insurance exchanges.
Some Florida Hospital Organizations are being very greedy in generating very high operating profits. But a clear majority of them are not.
The State of Florida is being very transparent with its citizens by having available for review at its State Dept of Health website (MyFlorida.com) very detailed financial information on each of its 173 Hospitals. This Operating Statement information presented was for 2011.
These 173 Florida Hospitals generated Total Operating Income of $1.202 bil in the most recent year reported, which was a very modest 3.9% of their Total Operating Revenues of $31.156 bil.
On the negative side, 44 of these 173 Florida Hospitals, all with Operating Income Margins as a Percentage of Total Operating Revenues of 10.0% or higher, generated Total Operating Income of $1.301 bil, which was an exceedingly steep 15.0% of their Total Operating Revenues of $8.696 bil.
But on the extremely positive side from a health insurance premium pricing perspective, the 129 Florida Hospitals with Operating Income Margins of below 10.0% each posted not a Total Operating Income, but rather Total Operating Losses of $99 mil in 2011, which was (0.4)% of their Total Operating Revenues of $22.460 bil. No, that's not a misprint.
The 121 Florida Hospitals with Operating Income Margins of below 8.0% each posted Total Operating Losses of $392 mil, which was (2.0)% of their Total operating Revenues of $19.321 bil.
And the 102 Florida Hospitals with Operating Income Margins of below 5.0% each posted Total Operating Losses of $739 mil, which was (5.3)% of their Total Operating Revenues of $14.068 bil.
In total, 67 of the 173 Florida Hospitals had Operating Losses in the most recent year reported (2011). These Losses totaled $903 mil in 2011, which were a huge (14.0)% of the Total Operating Revenues of $6.439 bil related to these 67 Operating Loss Florida Hospitals.
Looking at the above data and being a financially savvy, very seasoned former CEO of a large Hospital System, Florida Republican Governor Rick Scott had no choice but to strongly recommend Full Medicaid Expansion in Florida. However, he hasn't yet convinced enough Republicans who control the Florida State Legislatures to go along with his logically reasoned recommendation.
With so many of these Florida Hospitals generating Operating Income Margins below 5.0% and even some others just above 5.0%, a key beneficiary of this will be Florida citizens buying health insurance on the Federal insurance exchange. These Florida Hospitals, for the most part, will not be baking in excessive Hospital profits demands in their negotiations with health insurance companies on pricing for hospital procedures which ultimately determines what insurance premiums are set by health insurance companies on the Federal insurance exchange.
Since nearly all Democrats in the Florida State Legislatures already favor Full Medicaid Expansion in Florida, it only seems logical that Governor Scott will eventually convince the handful of Republicans in the Florida State Legislatures needed to have a majority to fully Expand Medicaid in Florida. If Florida were to Fully Expand Medicaid, then the consequences of this action would be to further drive down insurance premium prices for Florida residents in the Federal health insurance exchange. This Florida Medicaid Expansion would increase Florida Hospital profits dramatically and thus permit Florida Hospitals to be even more reasonable in their negotiations with health insurance companies on pricing for hospital procedures which ultimately drives what health insurance premiums are set at by health insurers for Florida residents on the Federal Health Insurance Exchange.
So just how much would Florida Hospital Profits increase due to the ACA and the Expansion of Medicaid?
Well, from the information contained at the State of Florida's MyFlorida.com website, the 173 Florida Hospitals generated Total Operating Income of $1.202 bil in 2011, which included an Earnings Charge of a massive $4.319 bil due to Provisions for Bad Debts. Thus their Total Operating Income Before these Bad Debt Charges were $5.521 bil......yeah that's 4.6 times the Total Operating Income reported of $1.202 bil. But that's not all. In addition, the Total Uncompensated Charity Care Charges Foregone of these 173 Florida Hospitals were another massive $6.217 bil in 2011.
Granted not all of these two huge Earnings Charges will be eliminated with ACA and Medicaid Expansion, but a substantial portion of them will.
